Let’s give a framework to the Digital Agenda. Commissioner Neelie Kroes preferred to give attention to the entire sector rather than emphasise one or two key points. These are the main issues at stake:
1- realisation of a single digital market (zero roaming costs included)
2- Fight against piracy and cybercrime;
3- broadband investments for the entire EU population;
4- boost research and innovation
5- spread e-skills, specially among sensible groups (children and elders)
6- diffusion of e-government practices and ICT apps with a social impact (e-health, e-inclusion, green ICT);
7- International agreements to guarantee a level playing field with other global actors (USA, Japan, BRICS);
Digital agenda is a comprehensive document that risks to become the “list of wishes”. Governments are called to provide a follow-up to their commitments and invest. Limited budget cannot steal the future.
